É licenciado em Direito e mestre em Ciências Jurídicas pela Faculdade de Direito de Lisboa.
Exerceu funções docentes nessa Faculdade, regendo as disciplinas de Direito e Processo Penal, após ser admitido em primeiro lugar no concurso para assistentes, com prestação de provas públicas.
Foi Professor Convidado na Faculdade de Direito da Universidade Nova e na Universidade Lusíada.
Foi Diretor-Geral do Serviço de Informações de Segurança.
Participou em várias reformas legislativas dos Códigos Penal e de Processo Penal e foi Coordenador da Unidade de Missão para a Reforma Penal.
Foi Secretário de Estado da Administração Interna no XIV Governo Constitucional.
Foi membro do Conselho Superior do Ministério Público. Foi assessor e juiz do Tribunal Constitucional.
Foi Ministro da Administração Interna nos XVII e XVIII Governos Constitucionais.
Presidiu ao Conselho de Ministros da Administração Interna da União Europeia no segundo semestre de 2007.
Foi membro fundador e presidente do Observatório de Segurança, Criminalidade Organizada e Terrorismo.
É autor de artigos e monografias sobre temas de Direito e Segurança.
Colabora regularmente com a comunicação social publicando artigos de opinião e intervindo como comentador em matérias de Justiça e Segurança.
É Professor Convidado no Instituto de Ciências Sociais e Políticas, a cujo Conselho de Escola preside, e no Instituto Superior de Ciências Policiais e de Segurança Interna.
Foi condecorado, em Portugal, com a Grã-Cruz da Ordem do Infante Dom Henrique, a Medalha de Mérito Municipal, Grau Ouro, do Concelho de Oeiras e a Medalha de Mérito Municipal, Grau Ouro, do Concelho de Chaves.
No estrangeiro, foi condecorado com a Grã-cruz da Ordem Real da Estrela Polar do Reino da Suécia, a Grã-cruz da Ordem do Grã-Duque Gediminas da República da Lituânia, a Ordem do Mérito da República da Eslovénia, a Ordem do Mérito da República da Malta e a Ordem de Mérito da República da Polónia.

He has a degree in Law and a Master’s in Legal Sciences from the Faculty of Law of Lisbon.
He held teaching positions at that Faculty, conducting the disciplines of Law and Criminal Procedure, after being admitted in first place in the competition for assistants, with public exams.
He was Guest Professor at the Faculty of Law of Universidade Nova and Universidade Lusíada.
He was Director General of the Security Information Service.
He participated in several legislative reforms of the Criminal Codes and Criminal Procedure and was Coordinator of the Mission Unit for Penal Reform.
He was Secretary of State for Internal Administration in the XIV Constitutional Government.
He was a member of the Superior Council of the Public Ministry. He was advisor and judge of the Constitutional Court.
He was Minister of Internal Administration in the 17th and 18th Constitutional Governments.
He chaired the Council of Ministers for the Interior of the European Union in the second half of 2007.
He was a founding member and president of the Observatory on Security, Organized Crime and Terrorism.
He is the author of articles and monographs on Law and Security.
He regularly collaborates with the media, publishing opinion articles and intervening as a commentator on Justice and Security matters.
He is a Guest Professor at the Institute of Social and Political Sciences, whose School Board he chairs, and at the Higher Institute of Police Sciences and Internal Security.
He was decorated, in Portugal, with the Grand Cross of the Order of Infante Dom Henrique, the Municipal Merit Medal, Gold Degree, from the Municipality of Oeiras and the Municipal Merit Medal, Gold Degree, from the Municipality of Chaves.
Abroad, he was awarded the Grand Cross of the Royal Order of the North Star of the Kingdom of Sweden, the Grand Cross of the Order of Grand Duke Gediminas of the Republic of Lithuania, the Order of Merit of the Republic of Slovenia, the Order of Merit of the Republic of Malta and the Order of Merit of the Republic of Poland.
